The following is an idea for a proposal for a new Constitutional Amendment to assist in defining and improving the Constitutional Rights of Women, as well as to provide for new government programs and projects that are especially designed to assist with the development of women and women's rights, in terms of the overall development of humanity and human rights.

These innovations, above, will also bring about the creation of seven new bureaus within the United States Department of Justice, (below), along with an associated group of three standing budgeting and monitoring committees within the United States Congress:

 

 

1.) The Constitutional Rights Protection and Police Review Bureau, CRPPRB,

 

 

2.) The Women's Rights and Protection Bureau, WRPB,

 

 

3.) U.S. Environmental Conservation Management Branch, USECMB,

 

 

4.) Federal Incarceration, Jail and Prison Review Bureau, FIJPRB.

 

 

5.) Legal Review Bureau for Obsolete and Ineffective State and Federal Laws along with a Congressional Committee to Innovate and Modernize Outdated Statutes and other Laws,

 

 

6.) Political Officials Review Bureau, and

 

 

7.) The Bureau of Election Reform and Fraud Investigation.

 

 

 

 

This associated group of Congressional Committees include a suggested three standing, or full-time, ongoing and continuing committees in both Houses of the United States Congress would empower and improve Congress, allowing the government to be modernized by implementing the innovations provided for in a group of fourteen, newly proposed Amendments to the United States Congress, which are to be combined with the Balanced Budget Amendment, and its Timetable for Implementation. There are fourteen newly proposed Amendments to the United States, which would create these seven new bureaus, within the D. O. J., because they are associated with the acceptance, passage and/or action by our United States Congress, accompanying ratification, which could require the next twenty years, but once created by Congress, they will provide a tremendous benefit to both the American public, Congress and the D. O. J.

 

 

 

 

They will expand and empower the D. O. J.

 

 

 

 

They will empower and improve the United States Congress.

 

 

 

 

They will provide a method to modernize our government.

 

 

 

And, we need not ratify all twenty of the ideas being suggested for development into Amendments to the United States Congress, for this plan to work. The newly proposed Amendment to develop and improve Women's Rights is able to stand alone. None of these other ideas have to be developed into Amendments.

 

 

 

 

However, if some of the other ideas are ratified and accepted by the United States Congress over the next twenty years, then some of the other seven ideas for expanding and empowering the Department of Justice will also be created.

 

 

 

And, of course, the members of the United States Congress for the next twenty years could sponsor any of these twenty ideas, and develop them.

 

 

 

Congress has great control over any development of this type. But, we believe that citizens should also play their role, in the development of future government programs, especially in a democratic Republic, like ours.

 

 

 

Several of these newly proposed Amendments could be associated, for the purpose of developing them and implementing them into our government, and, these new ideas for Amendments would bring about a modernized government, with new improvements for Congress and the D.O.J., including the seven new bureaus for the D. O. J., and a new computer system in every county in the United States, for voting and other purposes, including government sponsored education programs.

 

 

 

Therefore, the U. S. Department of Justice, (DOJ), along with the powers of Congress, shall be expanded and improved by these innovated ideas. Their development provides a method that allows the United States and its respective local, county, state and federal governments to keep pace with the United Nations, and its goals for the development of humanitarian concepts and values, globally.

 

 

 

Therefore, this is an excellent plan for the modernization of our government, along with the establishment of a system of humanitarian vaues and ethics that was not present during the last three Presidential Administrations. New government programs and projects are to be designed, created, funded, managed and supervised - - specifically to help women - - by a newly created bureau within the U.S. Department of Justice:

 

 

 

Women's Rights and Protection Bureau, (WRPB)

 

 

 

The WRPB is to be responsible for achieving these new national goals in association with the enactment of this newly proposed Constitutional Amendment, should this proposal be accepted and enacted into law by the United States Congress. These goals are to be both long-term and short term, as well as providing the government with the ability to assist people in need, which it did not have before, in terms of the right to develop federal lands for specific purposes, as well as a reasonable annual budget. Congress shall also set aside a reasonable amount of its budget, every year, for the new budget associated with this Amendment, which it is directed to create and manage, with the creation of this Amendment.

 

 

 

 

Congress shall debate exactly what a reasonable percentage of the annual budget is, with the passage of the new Amendment, into law, as well as create the exact rules for the Senate and House Committees developed for this Women's Rights Amendment and WRPB. Please, see Analysis and Explanation, for more information.

 

 

 

 

The Women's Rights and Protection Bureau, WRPB, shall be reviewed annually by the new committees created by this newly proposed Amendment to the United States Constitution, which shall include both a House Committee on the Constitutional Rights of Women, and a Senate Committee on the Constitutional Rights of Women.

 

 

 

One of the duties of these two Congressional committees is to plan the course of action for the WRPB, every year, and budget their annual programs one year in advance.

 

 

 

The Women's Rights and Protection Bureau, WRPB, shall be a newly created bureau within the Department of Justice, similar to the F. B. I., which shall have the power, jurisdiction and responsibility to protect and defend women, especially in areas known to have problems due to high crime areas and violence.

 

 

 

The WRPB shall have agents specially trained to protect women, and their children, from sex predators.

 

 

 

The WRPB shall also have special counselors and staff trained to counsel injured victims, and assist them with recovering from their sexual attacks, and when relocation to a safe-housing area is recommended, or requested by the victim of a sexual attack, these new officers, agents and counselors are to assist the victim and her dependent children in relocating to a new safe-housing community.

 

 

 

The WRPB shall also have a planning and development section, along with a budgeting section and a budget necessary to plan and develop an infracstructure including offices in large cities, and all counties within the United States, and safe-housing communities, designed especially to provide housing, medical care and educational programs for victims and their dependent children, at government expense.

 

 

 

These safe-housing communities are to built upon lands currently controlled and administrated by the Buruea of Land Management, BLM, specifically to allow victims and their families to be relocated to Western States, into areas where there are low crimes of violence, and low populations, when compared to inner city populations in our high-crime areas.

 

 

 

Everything the victims and their families need are to be built within these new safe-housing communities, including medical treatment clinics for both adults and children, educational facilities, counseling facilities, along with job training in the JOB CORPS, AMERICORP and VISTA JOB CORP. When appropriate, government fire-fighting facilities, along with forestry, fish and game, coservation corps centers and other government forestry and conservation agency infrastructure are to be located nearby or within these new, safe-housing communities. These safe-housing communities can be located near or within existing communities, but, they must be safe.

 

 

 

 

Proposed Wording of Amendment:

 

 

 

All women within the jurisdiction of the United States of America shall have certain unalienable legal rights, associated with the government's responsibility to provide services to them, including security, medicine and health, education, housing and other government services provided for any other group of citizens.

 

 

 

These rights are to be defined by this newly proposed Constitutional Amendment for women, and include theoretical equality under the law, rights described in the Due Process and Equal Protection Clauses of the 14th Amendment, and those rights developed by government services and social programs, as they are to be provided to the public, by the government.

 

 

Additionally, new programs for women shall be created and funded, to allow women an equal right of access into areas of social assistance, by the new department within the DOJ, the WRPB, including education, housing and job training for career fields.

 

 

In addition, all women shall have the right of protection and compensation from rape and unreasonable oppression, as well as the right to safe housing for themselves and their dependent children.

 

 

Therefore, police and other government agents shall provide an increased level of safety and security to women and children, as a direct result of this Amendment to the United States Constitution.

 

 

Additionally, a new type of federal lawsuit shall be developed, so that women may file a claim with the Department of Justice, in the event of rape, after they have filed a criminal complaint against the perpetrator(s). This new lawsuit shall entitle them to compensation, including immediate medical services, housing, along with a cash settlement, when they file a complaint with the United States Department of Justice against sexual assault or someother type of sex or gender oppression, along with relocation to a safe location where they and their dependent children can be treated, housed, rehabilitated and educated, at government expense. The lawsuit filed with the new bureau, the WRPB, must be accompanied by a criminal complaint filed with the local District Attorney, and serves as a claim, to insure better service from government agencies, so that women will receive better treatment from government departments and agencies, in the future, in the event they are victimized by sex crime. And, in the event of continuing lack of high quality government care, this new legal claim will provide a method of bringing a federal civil rights lawsuit against agents, officers and other employees of the state and federal governments, when appropriate.

 

 

These additional rights include the right to long-term education and medical treatment, as well as housing at government expense, for women and their dependent children who are at risk, due to lawlessness and poverty, in addition to racism and other social problems that are not the fault of these women, but which tend to make these women, and their dependent children, the unwilling victims of violence and oppression.

 

 

Additionally, since it is the goal of this Constitutional Amendment to bring about equality for all women, and improve the human rights of women within the United States of America, elevating the human rights of women and achieving equality as human beings shall be a long-term goal for peaceful achievement, through both the United States and the United Nations.

 

 

And, the new bureau within the Department of Justice, created by Congress and this Constitutional Amendment shall create and therefore provide new government programs and projects that are especially designed to assist with the development of women and women's rights, in terms of the development of humanity and human rights, both within the United States, where they have direct jurisdiction, and internationally, where they shall work with the United Nations to achieve the goals of this new Constitutional Amendment, through both long and short term goals approved by a newly created standing Congressional Committee. These goals are to be priotized and applied to both the United States and the United Nations, and managed by both members of these Congressional Committees and the new agents and officers of the WRPB.

 

 

Therefore, our U. S. Congressional Representatives are requested to create a new, standing Congressional Committee within both the Senate and the House of Representatives, for the purpose of providing long-term and short-term management, guidance, and an annual review, along with annual budgetary planning, for the new department to be created within the Department of Justice, by this new Amendment.

 

 

Since one of the purposes, or designated goals of this Amendment is to create a new, improved government infrastruture especially foir women and their dependent children, known as "safe housing communities", which are to be created on lands already owned and administrated by our federal government, particularly the Bureau of Land Management, BLM, the WRPB shall have the designated assignment, or immediate goal, of creating, or building, a system of hundreds of these "safe-housing communities" across the United States. Thus, the creation of this type of additional government infrastructure is one of the long-term and short-term goals of the WRPB, which is to administrate these safe-houses and provide for the recovery and rehabilitation of women crime victims and their dependent children.

 

 

Congress shall designate and approve projects for the United Nations, on a yearly basis, in order to create, manage and budget effective, long-term programs, as well as short-term programs, while reserving the right to provide emergency services to citizens within the United States as a priority, and develop both long and short term projects for citizens of the United States, before providing funded programs designed to benefit women overseas, and in other countries.

 

 

This new bureau, within the U. S. Department of Justice, shall be responsible for achieving the goals set by this Constitutional Amendment, which are to improve the lives of Women, through human rights development.

 

 

Therefore, new government programs and projects are to be designed, created, funded, managed and supervised by this new bureau within the Department of Justice, which is to submit its plans annually, directly to the United States Congress, for their approval and budgetting, through a new standing committee they are requested to establish, in both Houses of the United States Congress. We recommend that these Congressional Committees be titled the standing Senate Select Committee on Women's Rights, and the standing House Select Committee on Women's Rights.

 

 

The four main goals established for the WRPB are:

 

 

1.) To create and manage a permanent infrastructure of hundreds, and eventually, over the long-term, thousands of safe housing communities, especially for the victims of sex crimes and related types of abuses, and their dependent children, beginning immediately, in 2016, or as soon as established, and continuing over the long-term.

 

 

2.) To increase police protection and make the federal law enforcement system more efficieint in protecting women and their dependent children.

 

 

3.) To assist in the development of women's rights, in the United States as a short-term, or immediate priority, and worldwide, through the United Nations, as a long-term priority.

 

 

4.) To develop and implement a new type of federal lawsuit, so that women may file a claim with the Department of Justice, in the event of rape, after they have filed a criminal complaint against the perpetrator(s).

 

 

5.) To interact with members of Congress who compose the new standing Committees on Women's Rights, and plan, manage, develop and implement both long-range and short-term plans for the United States, as an immediate priority, and additionally, both short and long-term plans for the United Nations, as these additional plans can be budgetted and implemented.

 

 

 

 

And, perhaps most importantly, this dynamic new Amendment Idea (8), can be implemented and developed almost immediately.

This proposed Constitutional Amendment will require the development of creative new ideas for women, which are dynamic and well-designed. These new ideas for improving the lives and human rights of women, in terms of development of humanity, should be given an opportunity for bringing about the long-term positive change that we have all been hoping for, in the area of development of rights for women.

 

 

 

Additionally, implementation of a variety of creative, new programs designed to promote women, and develop humanity and human rights concepts are both excellent ideas for development in the future.

 

 

 

Creative, new programs designed to stop violence against women, as well as rape and misogyny within the United States, should also by initiated and undertaken, because of their opportunity to bring about widespread positive change within our society.

 

 

 

 

Therefore, this proposed new Constitutional Amendment could be very beneficial, and if these ideas were developed to an additional level, by this newly proposed series of Constitutional Conventions, this newly proposed Constitutional Amendment could see a positive reaction from Members of the 114th United States Congress, within 2016.

 

 

 

And, some of these goals for the development of humanitarian concepts and values have been established by the United Nations.

 

 

 

 

It is suggested that in the event of rape and unreasonable abuse, women, along with their dependent children, are entitled to compensation, housing, medical treatment, relocation and additional welfare from the federal government, along with its many associated local, county and state governments.

 

 

 

Women should be protected from rape, unreasonable abuse and violence, by our collective governments and their many police and support services, until the safety of these women and their dependent children, who are at risk, has been achieved, as a national goal of the people of the United States, in association with this newly proposed Constitutional Amendment.

 

 

 

It is suggested that women who have been victimized shall be accepted into this newly created program, by a newly created agency within the U.S. Department of Justice, immediately. Additionally, women who feel their safety is threatened may apply to this program, and be relocated into a safe-housing project, where they shall receive care and rehabilitation, for themselves and their dependent children, at government expense.

 

 

 

This proposed new, Constitutional Amendment suggests that Congress and the federal government create additional, well-funded safe-housing projects to meet the needs of these abused women, which shall treat and rehabilitate women victims to prevent repeated violence by the public, by utilizing especially created relocation, housing, long-term education and medical treatment programs, as well as job training and placement, for these abused women and their dependent children. These new federal programs and safe housing projects, created especially for women victims, should be created and implemented as a national priority, with the enactment of this newly proposed Constitutional Amendment for women.

 

 

 

Women, and their children have the right to long-term educational programs, along with medical treatment, at government expense, as well as subsidies from any and all existing welfare programs in addition to the new, safe-housing programs established by this proposed Constitutional Amendment, along with all other governmental programs for which they are qualified. It is suggested that these safe-housing programs be administrated by a newly created agency within the U. S. Department of Justice, which shall be authorized to contract with private businesses to create and utilize both existing urban, sub-urban and rural housing resources and facilities, as well as designing and building new, safe-housing programs in rural and sub-urban areas, that are outside of existing crime-troubled urban areas. Some of these federally created safe-housing programs are to be created and designed utilizing BLM lands, in our Western United States, with a goal of relocating these women, along with their dependent children, to safe, underpopulated areas, when they appear to be falling prey to crime and violence in the urban areas where they live.

 

 

 

It is recommended that these newly created safe-housing projects constructed upon BLM lands in our Western United States, are to be well-organized, and no larger than necessary, in order to effectively rehabilitate, educate and provide medical treatment and counseling for as many as 2,000 to 3,000 women and their children, per program. Therefore, these safe-housing projects should be similar to campus-like environments, for small colleges and Junior Colleges. These newly constructed safe-housing project areas shall be created in every state, utilizing sub-urban and rural areas whenever possible. States with a greater need for safe housing shall design additional programs, and utilize BLM lands in the Western United States to relocate women and children who have been recently victimized, into these newly prepared projects, programs and areas. It is suggested that former military bases also be utilized. These new, safe-housing projects are to be designed and implemented into areas where safe-housing is appropriate, and shall incorporate medical and educational facilities designed to rehabilitate and improve the lives of women, along with their dependent children, who have become recent crime victims. We recommend that the United States Congress create a new department within the Department of Justice, with the enactment of this newly proposed Constitutional Amendment into law, which shall be responsible for achieving the goals established in this proposed new Constitutional Amendment.

 

 

 

This new department of the U. S. Justice Department shall design and contract for the construction of these special new facilities, immediately, and implement planning for relocation into every large urban area within the United States.

Because of these new events, we made a plan to end the rule in the United States, by this corrupt oligarchy, which stems from the CIA, through the membership of the New World Order, and has been extending its control into the two Houses of the United States Congress for the last two decades, beginning with the Gang of Eight.

 

 

 

 

Several things happened, between 2005 and 2016, which cause us to believe that this can be accomplished.

 

 

 

 

These include:

 

 

 

 

#1. John George Tenet resigns under questioning by the United States Congress.

 

 

 

 

#2. George W. Bush, Dick Cheney, and other key members of the New World Order have retired, our been replaced.

 

 

 

 

#3. A group of American veterans, returning home from the wars in Iraq ande Afghanistan begin Operation American Spring, which declares a Constitutional Emergency, and calls for the resignation or impeachment of President Barack Obama and key members of his administration.

 

 

 

 

#4. An International War Crimes Tribunal in Kuala Lumpur found George W. Bush, Tony Blair and other members of these two administrations guilty of war crimes and crimes against humanity, in 2013.

 

 

 

 

#5. In March of 2016, A U. S. District Judge in Washington State, found members of the CIA guilty of war crimes and crimes against humanity, including CIA Medical Doctors.

 

 

 

 

Therefore, we support Operation American Spring and their Declaration of a Constitutional Emergency.

Participate in a series of Constitutional Conventions, held to approve a group of newly proposed Constitutional Amendments, along with a request that the United States Congress appoint a Special Prosecutor to get the crooks responsible for murdering the Pentagon Whistle-Blowers, along with the 40,000 people who died in the 9/11 Attacks on the New York Trade Center, including many first-responders.

 

 

 

3. Support our newly proposed Constitutional Amendment that would prohibit genocide, by federal officials, including those assigned to covert operations.

 

 

 

4. Request the the U. S. Congress Appoint a Special Prosecutor: See our Truth and Justice Amendment.

 

 

 

5. Disband the CIA, through Constitutional Amendment, since they, and the CIA's Directors, 1996-2014, have assisted the various crooked politicians, along witth the secret society.
