Empowerment and Expansion of the U.N, by Constitutional Amendment.
Discussion of Proposed Constitutional Amendment:
This idea, for the development of the U. N., was originally planned as a method of preventing wars, as well as the spread of disease, while opening a forum for discussions between nations and Republics in the Twentieth Century.
It is a Peace-Time Idea, for the Peace-Time Economies of Many Allied Nations and Member Nations of the U. N., - - that is accompanied by a suggestion for a new type of long-term Peace-Keeping Treaty, (please, see More Power for Congress).
And, it is linked to nineteen other Amendment Ideas, including the Balanced Budget Amendment, with a Timetable for Implementation.
The Amendment Idea, (19), for Expanding and Empowering the U. N. is scheduled for additional development, beginning in 2020.
Until then, our group of proponents is attempting to acquire support, and sponsorship, from the Honorable Members of our 114th United States Congress, in 2016, and our 115th U. S. Congress in 2017.
We are suggesting expanding and enlarging the United Nations with the addition of a new legislative body of representatives, elected from the areas they represent. This would empower the U. N. with a new group of elected public officials, who would reside in the local area where they were elected, and be available to answer questions and provide assistance to the public, in every county and state, or province, within the jurisdiction of cooperating members of the U. N. Therefore, this proposal would bring about elections, on a planetary scale, for positions as Senators and Members of the House of Representatives, in the United Nations.
Thus, a tri-cameral system of legislaure, democratic representation, and administration would be implemented into the U. N., and added to the existing system of representation of member nations by one appointed member to the U. N. General Assembly, from each cooperating member nation.
This would bring about the modernization of the role of the U. N., and could even result in disbanding the U. N. Security Counsel, as being obsolete and ineffective.
Exec. Update: 7/31/2016: As of 2016, it appears that this excellent idea should remain on the list of twenty newly proposed ideas, for development into Amendments to the U. S. Constitution, 2016-2036. The idea calls for us, as United States citizens, to develop the two associated ideas for Amendments, to develop the United Nations to a higher level, during times of peace, while increasing public awareness and overall knowledge and understanding about what these twenty new ideas could do, for the people of the Earth, if they were implemented.
The Balanced Budget Amendment, along with the new webpages, Analysis, Explanation and Discussion, along with More Power for Congress and Empowering and Expanding the U. S. Department of Justice with seven new bureaus, helps present additional factors, including a timeline for Balancing the Budget and Paying Off the National Debt, that reveal an effective plan. for peace, now that we have achieved it.
If the Balanced Budget Amendment were adopted by members of Congress, we would be able to counter acts of terrorism and threats of additional terrorism, in nations like Iraq, and other areas threatened with further terrorist attacks. This would provide a peace-keeping force for Iraq, and other nations requesting it, composed of troops from several Allied nations, for the next twenty years, in exchange for paying-off the foreign debts of the United States, significantly, in the next four years.
Therefore, these two ideas for Amendments, could accompany a new type of comprehensive peace-keeping treaty, to allow for the development and implementation of technology, along with a guarantee of military assistance as well as a wide array of government services, from the United States to its Allies, in exchange for their assisting our diplomats in paying off the national debt, due to loans from foreign countries. Back to Original Version, 11/20/2014:
Utilizing this newly proposed system, two United Nation's Senators would be elected from every state or province within each and every cooperating member nation of the United Nations. And, one member of the newly proposed United Nations House of Representatives would be elected from each and every county, parish or local precinct, within each and every cooperating member nation of the United Nations.
We are proposing term limits of two years for both Senators and Representatives.
Therefore, this proposal would improve the United Nations, modernizing it, and empowering it with new abilities that will enable it to play a larger role in the various problems confronting the people of the Earth.
This would increase the U. N.'s ability to solve a variety of global, regional and local problems, through improved long-term, responsible management.
This proposal for a Constitutional Amendment could be developed in other ways, in cooperation with the United States Congress and its members.
The proposed Constitutional Amendment could be considered along with the proposal for the Creation of a United Nations Comprehensive Environmental Management Center, listed as newly proposed Constitutional Amendment #15, that would create a U. N. Comprehensive Environmental Management Center.
Together, these two proposals would require the U. S. Congress to begin the process, by making a motion to the United Nations General Assembly, together with a financial prospectus and an environmental impact statement, or report, while Congress creates a U. N. Comprehensive Environmental Management Center, UN-CEMC, along with the corresponding Environmental Conservation Management Branch for the United States. The newly proposed representative body would empower the U.N. and assist in carrying out United Nations plans, providing officials locally, to gather information and help manage specially designated areas.
For example, this suggestion would provide the U. N. with the ability to solve major problems at a local, or grass-roots level, through these newly elected U. N. officials, who could manage global problems at the local level, and assign staff to develop long-term management proposals.
Financing U. N. programs would then be possible, by utilizing the funding created by the sustainable, non-destructive annual harvesting of natural resources, suggested in Proposal #15: Creating a U. N. Comprehensive Environmental Management Center, for the effective and conservation environmental management approach to sustainable harvest plans for the natural resources of the planet.
Then, as funding becomes available, more and more beneficial programs can be planned and implemented for the cooperating member nations of the U.N.
Eventually, we predict the result will be long-term economic prosperity, combined with environmentalsustainability, for the planet, and all of its governments and human societies.
Therefore, additional discussion from concerned and well-informed citizen proponents could develop this idea, even further, by including global, joint development programs for all cooperating member nations of the U. N., for the development of voting systems using modern supercomputers and the Internet.
Computer technology combined with other web-based technologies could provide for a much improved method, or form of voting and deciding upon the election results. ASP technology will allow voters to vote online, or over their own closed system, or local area network.
Implementation of this new method would allow citizens of cooperating nations to vote more conveniently, from the privacy of their own homes, on a variety of issues which could develop from implementing direct democracy into our system of government, both in the United States, (as is provided for by idea #6, Expanded Voting Rights for U. S. citizens), and in other nations who choose to cooperate with this plan.
For example, you could vote on a number of issues on subjects like initiative issues and local projects, as a method of implementing Direct Democracy, online, for not only state and national issues, (as provided for by idea #6), but global issues as well, by implementing this new option for the United Nations.
Because these forms of online voting would not be on the same items that would be voted on in the National and State Elections, it would provide citizens with more opportunities to vote, and allow for the development of a system of checks and balances, that would modernize and develop not only the United Nations, but which would also modernize the state and federal government.
This would allow citizens to input their opinions on an almost daily basis. There could be a great many more choices, because of Direct Democracy, that could include online voting, and citizens could vote dozens of times every year, on a number of important issues as they are being developed, and require additional funding, at both the global level, and the state and federal level.
Thus, citizens could vote on initiative issues, as they are being developed, and those initiatives that look really good could be developed further. This would allow the public more choices on what to do, concerning initiative issues, and how to best budget the development of these issues, when compared to other issues within the same area, that are competing for development and funding.
By empowering and regulating global development, we can solve many of the problems facing the people of the Earth, collectively, as we need to solve them. For example, we could solve the problems of disease and plagues, as well as famine and unsustainable populations in several regions of Africa, by implementing this proposal.
The proposed Constitutional Amendment would empower the development of elected representatives from each member nation, thus creating a three-party house of representatives, or legislature, by adding a Senate and a House of Representatives to the existing General Assembly, creating an extensive representative body of the people, within the United Nations, and contrasting to the members of the General Assembly, who are usually appointed by the government they represent.
This idea would be sustainable and should even generate a large amount of additional revenue for the U. N., and its member nations, through the long-term environmental conservation management of the environment. Planned Development through the United Nations would benefit many member nations financially, while solving and preventing past problems due to environmental destruction, and then restoring the environents of the Earth, collectively, while providing for their long-term, environmental conservation management.
This could easily amount to an increase in revenue amounting to tens of billions of dollars, annually, for many struggling, third world countries. Industrial nations like the United States would also benefit economically, by managing the collective environments of the Earth, through a U. N. Bush and others in his administration being found guilty of "War Crimes and Crimes Against Humanity, by a War Crimes Tribunal in Kuala Lumpur in 2013, and a conviction of war crimes against CIA Officials, including Medical Doctors and Psychologists, for using torture methods such as waterboarding, by a U. Because of these new events, we made a plan to end the rule in the United States, of this corrupt oligarchy, which stems from the CIA, through the membership of the New World Order, and has been extending its control into the two Houses of the United States Congress for the last two decades, beginning with the Gang of Eight.
Several things happened, between 2005 and 2016, which cause us to believe that this can be accomplished.
#1. John George Tenet resigns under questioning by the United States Congress.
#2. George W. Bush, Dick Cheney, and other key members of the New World Order have retired, our been replaced.
#3. A group of American veterans, returning home from the wars in Iraq ande Afghanistan begin Operation American Spring, which declares a Constitutional Emergency, and calls for the resignation or impeachment of President Barack Obama and key members of his administration.
#4. An International War Crimes Tribunal in Kuala Lumpur found George W. Bush, Tony Blair and other members of these two administrations guilty of war crimes and crimes against humanity, in 2013.
#5. In March of 2016, A U. S. District Judge in Washington State, found members of the CIA guilty of war crimes and crimes against humanity, including CIA Medical Doctors.
Therefore, we support Operation American Spring and their Declaration of a Constitutional Emergency.
And, we have begun the Recall of California Governor Brown - - Down with Brown!
Our plan for 2016 is to bring about a series of Constitutional Conventions, and contact your federal, elected public officials and let them know what you think about 9/11, (Follow-Up On 9/11), and all the corruption and rule by a secret society - - as oppposed to what life should be like, if we lived in a true democratic republic.
