The Balanced Budget Amendment
Discussion of this Proposed Constitutional Amendment:
The Balanced Budget Amendment is a new idea for preventing future government officials from spending too much money on the military, along with our National Intelligence Agencies, while also preventing future Presidential Administrations from spending more money than is available.
The Balanced Budget Amendment is designed to limit the powers of the Presidency, while providing for the peacetime allocation of government spending in such a method as to provide for the development and modernization of our state and federal governments, election reform, expanded voting rights and the peaceful development of our Allies, while paying off our Nation's national or foreign debt.
The Balanced Budget Amendment establishes a relatively simple idea, which requires that the Executive Branch, as well as the military, or Department of Defense, along with our National Security Forces, including the CIA, DEA, ATF, and Homeland Security Agency, be limited to spending 50% or less of the national budget, in every year of peace.
In the event of a Declaration of War, by the United States Congress, the provisions of the Balanced Budget Amendment would be suspended, until the peaceful resolution of that war, with a restoration of peace, throughout the Earth.
There are two major components, or provisions of this idea, for development into an Amendment, to the United States Constitution, or to be developed by a Congressional Representative willing to sponsor the development and implementation of this idea, into Congressional legislation.
Therefore, this is a relatively uncomplicated idea that is designed to pay-off our national debt, while limiting the powers of the Presidency, and the spending of the military and national security agencies.
Its power and jurisdiction is designed to come directly from Congress, which is requested to include a Special Committee to Balance the Budget, and Pay-Off the National Debt, in four to twenty years. The Balanced Budget Amendment is designed to require both the Honorable Members of Congress, and the military to utilize diplomats, perhaps associated with the State Department, and make agreements with our Allies, as a new type of long-term Peace-Keeping Treaty, to be negotiated with over 180 other nations, who are member nations of the U. N.
These political negotiations are designed to pay-off our foreign loans with China, within four years.
This is because China needs oil, as explained in Analysis, Explanation and Discussion.
And, our new Allies in the Mid-East have oil, but need our continuing military assistance to provide for their own security.
Therefore, these new, long-term Peace-Keeping Treaties are to supply them with our aging military equipment, including ships, planes and tanks, as a method of raising cash which can be deposited into our treasuries, and used to pay off the national debt, which arose during the Clinton Administration, and is currently impeding our ability to modernize and improve our government, and its services to our people. This would be a tremdous benefit to Congress, and could eventially pay a large percentage of the national debt, particularly foreign loans.
Everyone knows that both the military, and the latest, newest Presidential Administrations haves an insatiable and unquenchable appetite for money.
And most of us realize the temptation to borrow money to implement a candidate's political plan, when finally elected, is strong enough to overcome good judgement, and thus, there is a need for a preventative amendment, that would require a balanced budget.
And the military, along with our Intelligence Agencies and the Executive Branch, is always requesting more money, to allow them to keep pace with our enemies, in terms of scientific technology and military equipment.
In recent years, the military has spent a greater and greater proportion of the available budget, year after year.
For example, in the later half of the Twentieth Century, the military would consistently spend about 50% of the annual, U. S. budget.
But, in the Twenty-first Century, the U. S. Military has consistently received 55% - 62% of the annual U. S. Budget.
Therefore, this Amendment proposes to empower the United States Congress, as a method of solving this critically important national problem. We recommend that Congress form a new Special Committee to Balance the Budget and Pay-Off Our National Debt, as described in More Power for Congress.
If this newly proposed idea were to be adopted by Congress, they would then find that they could design a political solution to this problem, including the problem of rapidly accruing foreign debt, with compounding interest, by developing improved treaties with our Allies, that would improve their defenses and strengthen their nations, in exchange for paying off our national debt.
Our government could develop treaties with over a hundred and fifty Allied nations, that would require each of them to contribute monies into to our treasury, in exchange for improved military equipment, ordinance and supplies, including munitions. By improved, we are suggesting that older military equipment and armament could be developed into a very valuable economic package, that would allow our Allies to upgrade their military and security forces with our aging military equipment, that could be combined with very favorable Research and Development Treaties, allowing our most favored Allies to have much-needed improvements in technology, research and development.
These treaties could also arrange to pay off a large percentage of our debt to China and other nations, in this way, in only a few years.
Our aging military equipment and armament could be used in this way, to pay-off a large percentage of this huge economic problem, but it is critically important that the active duty military not be deterred from their present duties. The military and security forces are effectively keeping the peace, and have been since 2012, when the wars in Afghanistan, Iraq and other nations began to accept a military enforced peace. Now that terrorism and guerrilla warfare has returned to Iraq, it is extremely important to keep our own military strong and well-prepared, because there is a greater possiblity for its use, in the near future.
However, this does not mean the military does not have aging armament and equipment that is not being used, and probably will not be used again, ever. It does. And, this aginst military armament and equipment could include some extremely valuable items, like naval vessels, aircraft, helicopters, and armored vehicles. And, this excess armamnet and equipment, as well as munitions, could be exchanged with our Allies, providing us with something we could use to resolve this growing problem of foreign loans and the interest they are accruing.
Trillions of dollars could be raised by members of Congress, and Department of Defense diplomats, who could design long-term treaties with our Allies, and within 4-7 years, a large percentage of our national debt could be resolved, by providing our Allies with military armament and equipment, including aging munnitions, which would only go to waste, if not properly used in training exercises. And, this newly proposed treaty, or series of treaties, could include provisions that would develop and train a United Nations defense force, that would protect foreign nations during their times of trouble and turmloil.
In this way, the United States would have Allies with well trained military and security forces for future conflicts, and our new treaties would allow United Nations guidance and solutions, while providing security to prevent the misuse of this military armament, equipment and munitions.
People interested in changing our governments priorities by allowing the Departments of Education, Transportation, Health, Forestry, Housing and Urban Development, Parks and Wildlife, along with other domestic agencies and departments, including the Bureau of Land Management and the Environmental Protection Agency, to receive the funding they need, for much needed improvements, in terms of services received from the federal government by the citizens of the United States, should approve of this idea.
Additionally, there shall be a mandatory requirement that the future government Presidential Administrations balance the budget by limiting their spending, including the Department of Defense, military, CIA, Homeland Security, DEA, ATF and other federal security forces to 50% of the available budget.
Thus, it shall be made mandatory that there is to be no deficit spending. Instead, our future leaders are to plan methods of repaying the loans that past administrations have taken out, instead of allowing these loans to go into default. And, future administrations will be prohibited from spending more money than they have.
If future administrations want more money to spend, they will be required to find a way to raise more money, first, by selling U. S. Savings Bonds, or organizing government created corporations into paying a profit, back to the government's financial coffers.
Thus, this is an enlightened, modern idea for a new, Constitutional Amendment, which is designed to prevent future leaders from taking out more loans, to pay for their proposed political projects.
And, it requires the military and national security forces, including the Departments of Defense, Homeland Security and the CIA, to share half of the annual budget, every year, leaving the other half for Education, Transportation, Health, Forestry, and Housing and Urban Development, along with other domestic government programs.
Thus, this proposed Constitutional Amendent proposes to redirect government spending away from war and opression, toward domestic programs that should have been receiving priority spending, or long-term budgetary considerations, long ago.

Because of these new events, we made a plan to end the rule in the United States, of this corrupt oligarchy, which stems from the CIA, through the membership of the New World Order, and has been extending its control into the two Houses of the United States Congress for the last two decades, beginning with the Gang of Eight.
Several things happened, between 2005 and 2016, which cause us to believe that this can be accomplished.
#1. John George Tenet resigns under questioning by the United States Congress.
#2. George W. Bush, Dick Cheney, and other key members of the New World Order have retired, our been replaced.
#3. A group of American veterans, returning home from the wars in Iraq ande Afghanistan begin Operation American Spring, which declares a Constitutional Emergency, and calls for the resignation or impeachment of President Barack Obama and key members of his administration.
#4. An International War Crimes Tribunal in Kuala Lumpur found George W. Bush, Tony Blair and other members of these two administrations guilty of war crimes and crimes against humanity, in 2013.
#5. In March of 2016, A U. S. District Judge in Washington State, found members of the CIA guilty of war crimes and crimes against humanity, including CIA Medical Doctors.
Therefore, we support Operation American Spring and their Declaration of a Constitutional Emergency.

0 - 4 Years, from when the Special Committee to Balance the Budget and Pay - Off the National Debt is authorized by Congress. - -
Year 0-1: New style of long-term peace-keeping treaty is developed.
Year 1-2: The Honorable Members of the 115th United States Congress form the six Congressional Committees recommended, and begin the investigation of the allegations of war crimes, treason, mass-murder and various other high-crimes, and these two investigatory Congressional Committees make their corresponding reports to the 115th Congress, while it is in session.
The following Amendment Ideas are implemented, by members of the United States Congress:
#17. Requirement for Equal Campaign Funding, Ballot and Election Material Recognition for all Candidates and Proposed Election Measures, by Creation of Broadcast Production Facility for Government Use

Of course, should these new peace-time, Allied military and security forces not be able to keep the peace in Iraq and other troubled nations, Congress could vote to return to war powers for the Presidency, and end the requirements of the Balanced Budget Amendment.
